The 'Commercial Diving Symposium' held on March 26th, 2002 in Whitehorse, Yukon was a solid success.

The symposium was attended by a strong showing of Yukon WCB safety and education officers, Yukon Energy managers & engineers, special interest groups and diving contractors. Essentially, we had the three most important groups:

1. Diving Regulatory Personnel.
2. Clients & Operatives.
3. Diving Contractors.

During the morning the CSA Z275.4-97 competency standard was introduced to the group. During this presentation there was a strong emphasize to establish how the introduction of diving standards will increase diver safety, increase productivity of diving operations, decrease liability to the operatives and it was also shown how each representative group has a responsibility to work together on an implementation schedule.

It is without a doubt that all parties found the presentation on standards quite powerful. In support of this presentation Steve Duffy (WCB, B.C.) overviewed the implementation of commercial diving standards into the province of B.C. and the impact the standards had on the industry. Mr. Duffy spent time over viewing several diving fatality case histories to further establish the unequivocal need for the implementing diving regulations.

In brief all members of the meeting acknowledged the need of regulatory implementation of diving standards for competency as well as diving practices. As a moderator of the meeting I will be publishing a thorough synopsis with recommendations for an implementation strategy. The recommendations will be directed to each of the representative groups, giving them solid guidelines for reform initiatives and a schedule. All attendees will receive a copy and will be asked to provide on how they plan to implement the recommendations. Once I receive their returns I will then publish a follow-up document showing what has been gained. At this point WCB, Yukon will continue to lead the way with their increased knowledge and understanding of diving requirements.

CADC is achieving some great inroads into the Yukon by enhancing diver safety dramatically thorough the implementation of diving standards, reducing the liability of diving operations for the client, increased productivity of diving operations and creating a fair playing field for future contractual opportunities.
